Jacob Seed is the last living barrier in line to Joseph. Eliminating him will require Joseph to come out of his hiding spot and into the light. But Jacob simply doesn't give up torturing someone. He captured Rookie and now he'd make him sacrifice the weak because that's their purpose, getting sacrificed for the greater good.
