Why won't this Pinzgauer build and hold turbo boost pressure? - VOTD

Need some help getting this thing running properly. Has a Turbonetics T3 Super 60 with 82 ar, turbonetics evolution wastegate, turbonetics 25 psi variable boost controller, air/water intercooler, ARP head studs, 12mm IP, bored out to largest oversized pistons.
