Red Dead online 99 9999% sure this player is a hacker some how

I did get to kill him like 2 times and I guess he thought I was a hacker because I was running and sniping him in the head and that's when he flipped on his hacks I would guess. He went from one side of me to the other side of me some how in the the town behind me in like 10 sec or less. He might of been using the camp fire teleport but didn't think you could use it that close to a town.
