Flycast core improvements - Resident Evil: Code Veronica now rendering properly

Thanks to flyinghead's recent improvements, Resident Evil Code Veronica is now rendering properly in Flycast. It was previously missing fogging effects altogether. Render to texture should also work properly, which is needed for later scenes in the game.
