Weird LCD Monitor Failure
The issue was in the monitor. Colors were completely random, as you can see in the windows classic gradient at the top of each window. There was a lot of noise too. The OSD wasn't affected by the noise, but was severely discolored. What's weird is that this issue was fixed completely just by taking the screen apart and putting it back together. The image quality is now fine, but it had one small temporary issue after that of thinking there's no signal and only being able to be turned on, not off.
