The Kentucky Senate has fast-tracked a measure to further deregulate telecommunications in the state. At issue is basic landline phone service on which many senior citizens and rural communities rely. Attorney Tom FitzGerald of the Kentucky Resources Council named the counties containing urban and micropolitan areas where the three major carriers would no longer be required to offer landline service.
