NVIDIA 3.0 ShadowPlay/Instant Replay: Stutter Bug

Ever since the new NVIDIA Experience 3.0, I've been getting this stuttering issue across all of my video clips in every game I record with Instant Replay. I've used the old ShadowPlay in the past (as from my videos on this channel) and I have never had this issue. PLEASE FIX!!!!
