He comes with two Burrowers but they're a non-issue. You'll need 15 of these for all upgrades, but only 4 Primary Nerves and 4 Circulators. If you haven't gotten all of those (pretty sure the Salvage Contractors will sell you that many) I suggest heading to the stationary Shell-Walker site in the northern mountains here, override one, and let him kill his friends.
