Will Elder Scrolls Online require a subscription fee for Xbox one or PS4

The elder scrolls online is a massive multiplayer game where you can do quest with other online people. You don't have to pay the 15 dollar fees but you need a Xbox live or a Playstation network account for playing with other people.
