The way to obtain the Bound Sword AND Bound Axe is to go to Dragonreach in Whiterun and go to your right and you'll see a wizard, ask him what you have for sale then go to books and you'll see Bound Sword and Bound Axe. Buy them both or whichever one you want and go to your books and click or press the books that say Bound Axe or Bound Sword, then exit that menu then go to your magic and go to Conjuration and you'll see the spells. Also, if you want to do the Bleak Falls Barrow mission go to the guy sitting in the throne and say you say the dragon in Helgen. Then he'll take you to the wizard that you bought the books from.
